This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Collection Agency Services for Provincial Offences and Municipal Collections, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).

It is the intention of Niagara Region to solicit Proposals from Collection Agencies to accept first, second, and third placements to collect outstanding Niagara Region Provincial Offences defaulted fines and other municipal debts. Niagara Region reserves the right to distribute placements at its sole discretion.

The following municipalities have been involved with the development of the best practices and requirements set out in this RFP, and may be part of the team that evaluates Proposals (‘the Participating Municipalities”):
