This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) on behalf of the Niagara Public Purchasing Committee (“NPPC”) to prospective proponents to submit proposals for HVAC Preventative Maintenance, Demand Maintenance and Emergency Services, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The Regional Municipality of Niagara is inviting detailed proposals from qualified and experienced service providers with proven expertise in the inspection, testing, calibration, maintenance, and repair of Heating, Ventilation and Air Conditioning (HVAC) Systems. The successful proponent will be responsible for delivering Preventative Maintenance (PM), Demand Maintenance (DM), and Emergency Services (ES), and for furnishing all required materials, labour, supervision, transportation, inspections, permits, licenses, equipment, and any ancillary devices necessary to carry out the Services. 

Proponents must demonstrate the capability to provide high-quality, timely, and cost-effective HVAC services across a broad and diverse portfolio of Participating Agency’s (PA) facilities. All Services are to be completed in a manner that minimizes disruption to operations while ensuring system reliability, performance, safety, efficiency, and the conservation of energy, time and resources.

The participating NPPC Agencies (“Participating Agencies”) committed at this time for this RFP are listed below: 

1. City of Port Colborne
2. City of Thorold
3. City of Welland
4. Regional Municipality of Niagara
5. Town of Pelham

Participating Agencies will be responsible for issuing its own purchase order and/or agreement, in addition to paying its own invoices. 

Locations may be added or deleted throughout the life of the contract including any optional renewal years.
