This Request for Proposal (the “RFP”) is an invitation by The Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Waste Disposal and Residential Waste and Recycling Drop-off Depot Operations at the Humberstone Landfill Site, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).

Niagara Region will only consider proposals received from proponents who have registered with Bids and Tenders and have obtained the RFP directly from Niagara Region’s public purchasing portal at https://niagararegion.bidsandtenders.ca/Module/Tenders/en (the “Bidding System”).

1.1.1 Purpose

This Request for Proposal is for the management of operations at the Humberstone Landfill site, where the successful proponent will:

  • Supply equipment and staff for the landfilling of waste and manage the operations of the Residential Waste and Recycling Drop-off Depot, including maximizing recycling opportunities.
  • Operate with an emphasis on customer service and waste diversion.
  • Be responsible for bird control, ground and building maintenance.
  • And any other responsibilities identified herein.
