This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Regional Road 81 (Main St. W.) 4 Phase Project in Town of Grimsby, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).

This RFP is being issued to a subset of the Successful Roster Listing developed from Contract 2021-RFSQ-227 specifically Category 13. 

Regional Road 81 (Main Street East) is a major east/west roadway extending from Orchard Road to Nelles Road; Nelles Road to Baker Road; Baker Road to Park Road and Park Road to the Durham Road Roundabout. The purpose of this MCEA schedule A and detailed design is to address the transportation master plan which includes cycling facilities and to determine which sections of this road should be urbanized and which road sections of this road should be addressed as rural  under the complete streets typology. It is noted that from the New High School (located at 5699 King St) to Park Rd will be urbanized. Phase 1 section is transitioning from Rural Scenic (potentially from in boulevard cycle tracks) at east limit; there may be a need for an appropriate cycling facility transition (OTM Book 18, Section 6.6 Facility Transitions). 

The four (4) phases of project limits for Regional Road 81 (Main St East) in the Town of Grimsby that currently function as two lane road serving east/west traffic are:

i. Phase 1 RR81 Main St E from Park Rd to the Durham Rd roundabout, a length of approximately 1.6km (Appendix D [Key Plan]). The 2021 average annual daily traffic of 12,500 – construction funding anticipated in 2024

 

ii. Phase 2 RR81 Main St E from Park Rd to Baker Rd a length of approximately 0.8km (Appendix D [Key Plan]). The 2021 average annual daily traffic of 12,500 – construction funding anticipated in 2028

 

iii. Phase 3 RR81 Main St E from Baker Rd to Nelles Rd, a length of approximately 0.8km (Appendix D [Key Plan]). The 2021 average annual daily traffic of 12,500 – construction funding anticipated in 2030

 

iv. Phase 4 RR81 Main St E from Nelles to Orchard Rd, a length of approximately 0.6km (Appendix D [Key Plan]). The 2021 average annual daily traffic of 12,500 - construction funding anticipated in 2032

 

This thoroughfare provides access to residential/ cemetery/ school/ commercial/ industrial uses.

Land use within the study area is primarily residential/commercial/agricultural. 

The Niagara Region Transportation Master Plan (TMP) sets out the strategic vision for transportation in the Niagara Region over the next 25 years. As Niagara Region implements its future growth plan outlined in How We GROW, the TMP ensures that Niagara Region plans and budgets for future transportation needs for an integrated network of cycling and pedestrian facilities, transit, roads, and highways. The TMP also recommends an updated and expanded set of policies to guide future transportation and land development decisions. The major components of the TMP are: the Regional Road System; Transportation Demand Management; Transportation Systems Management; Public Transit Active Transportation; Complete Streets; and Goods Movement.  Niagara Region is committed to implementing the overall goals of the TMP as part of its transportation capital projects.

Projects in the area that may impact this project include, but are not limited to:

  1. A proposed subdivision (Subdivision – SD-19-0016) at 314 Main St East between Lawrence Avenue and Cabernet Street. There is a potential that this developer may be required to urbanize from their entrance to the existing curb taper from Cabernet Street. Initial dwgs provided in Appendix N.
  2. 240, 244 and 248 Main St E, Grimsby (Subdivision SD-20-0040) no urbanization required at this time.
  3. 226-228 Main St E, Grimsby (Zoning ZA-19-031) no urbanization required at this time.
  4. Dorchester Developments in the area of 226 Main St (675 mm Storm Sewer that needs to be installed along Main St from Dorchester Rd west to the existing storm and then abandonment of the existing culvert crossing).
  5. Pre-existing condo/subdivision at 8 Nelles and 133-137 Main Street East; potential changes to Main Street (potential future site plan, not received).
  6. Potential redevelopments between Baker and Nelles: at 141, 147, 149 Main St and the West Lincoln Memorial hospital.
  7. 292 Main Street West proposing to severe the property into 3 lots which would require them to service the 2 new lots. 
  8. 260 Main Street West proposing townhouses fronting onto Main Street West which would also require new servicing.
  9. RR81 (King St) from Durham to Lincoln. The Design Consultant for this project is Kerry T. Howe and it is projected that utility relocation works occur in 2023/2024 and that construction commences in 2024.
  10. Development of the new school located at 5699 King St. It is noted that UEM is involved in the consulting works and coordination of the school. DSBN school site (Site Plan – SP-20-006) – 5699 King street (Lincoln)  - a TIS was completed. A left turn lane is required at entrance and potential sidewalk construction from Iroquois Trail to the school at 5699 King St. At this time is is undetermined if the left turn lane and sidewalk will be part of the school development or part of this project.
  11. The Town of Grimsby notes that there was interest in the property at 326-328 Main Street E in 2020 (extension of Vidal Court). We are not aware of any official application being made after receiving PW comments on their due diligence queries stating the Town could not support the development.
