This Request for Proposal (the “RFP”) is an invitation by The Regional Municipality of Niagara(“Niagara Region”) to prospective proponents to submit proposals for Commissioning Authority Services for the Long-Term Care (LTC) Redevelopment Project as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”). 

  1. Introduction

To meet Ministry of Long-Term Care structural compliance requirements and fire safety requirements Niagara Region is in the process of redeveloping two Long-Term Care Homes; one in St. Catharines and one in Fort Erie. 

The two Niagara Region LTC Homes being redeveloped are:

  1. Linhaven - a new 256 bed LTC Home and Wellness Centre being redeveloped on the existing Linhaven site located at 403 Ontario Street in St. Catharines;  and
  2. Gilmore Lodge - a new 160 bed LTC Home and Wellness Centre to be built on a brownfield site located at 200 Garrison Road in Fort Erie.

Niagara Region will only consider proposals received from proponents who have registered with Bids and Tenders and have obtained the RFP directly from Niagara Region’s public purchasing portal at https://niagararegion.bidsandtenders.ca/Module/Tenders/en (the “Bidding System”).
