This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Detailed Design and Construction Services for the New South Niagara Trunk Sewer (“Trunk Sewer”), as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The new wastewater treatment plant (WWTP) and associated wastewater system upgrades in South Niagara Falls were recommended as part of the Region’s 2016 Update of the Master Servicing Plan to accommodate growth and improve the existing system by providing the ability to capture and treat inflow and infiltration and by allowing for the decommissioning of several sewage pumping stations. The WWTP site location and preliminary layout, the outfall to the Welland River East (“Chippawa Creek”) and alignments for system improvements and connections were selected through the preceding Environmental Assessment Schedule C project (“EA”) that was completed in 2022. The resulting design and construction projects being pursued by the Region at this time are as follows:

• Project 1 – New Wastewater Treatment Plant and Outfall
• Project 2 – New South Niagara Trunk Sewer

The projects are being issued as separate Requests for Proposals; however, proponents are permitted to submit proposals for each project.  Award of the assignments will initially be awarded for design services only, with contract administration and inspection to be provisional.
