This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Consulting Engineering Services for the Niagara Falls Watermain Replacement Study, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The deliverables for this assignment comprise a complete study package to support evidence-based renewal planning for the Niagara Falls Transmission Mains system, including data collection and gap identification, desktop and field-based condition assessment planning, pipe material and failure mode review, hydraulic criticality and consequence/risk assessment, interim mitigation and contingency planning, alignment and renewal alternatives evaluation, constructability and phasing review, planning-level cost estimating, implementation scheduling, stakeholder workshops, and a Final Study Report that consolidates findings, preferred strategy, approvals, risks, and recommended next steps.
