This Request for Proposal is for 2022-RFP-81 Niagara Prosperity Initiative, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).


The Niagara Prosperity Initiative (NPI) was established by Niagara Region in 2008, and provides an annual investment to support poverty reduction and prevention activities.

Proposals are invited from community service agencies for outlined projects that will provide an effective service to address poverty for residents of Niagara. Stakeholder engagement informed the process of identifying the areas of greatest need, activities that can have the greatest impact and gaps in service. Further to previous recommendations, deliberate investments and fewer funding priorities, with the goal of deeper impact, have been established.


The Niagara Prosperity Initiative (NPI) is committed to providing supports to help our community rebuild and recover from the devastating impacts of COVID-19. We know the pandemic has exacerbated and amplified many of the issues caused by poverty. To address this, the 2022 NPI request for proposals (RFP) will target needs in the areas of Indigenous wellbeing, early childhood development, housing and homelessness, food security, domestic violence, and living wage.


Through outlined projects in these target areas, NPI will aim to achieve the following objectives:
1. Low-income people become more self-sufficient
2. The conditions in which low-income people live are improved
3. People with low incomes are engaged and active in building opportunities in communities
4. Partnerships among supporters and providers of services to low-income people are achieved
5. Agencies increase their capacity to achieve results
6. Low-income people, especially vulnerable populations, achieve their potential by strengthening family and other supportive          environments
