This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Feasibility Study for the Preliminary Treatment Upgrades at the Niagara Falls Wastewater Treatment Plant, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The feasibility study will deliver a comprehensive assessment of the Niagara Falls WWTP preliminary treatment facilities, including documentation of existing conditions, asset inventory, site constraints, and operational challenges. Key deliverables will include conceptual drawings for a minimum of three viable screening and solids‑handling alternatives, a weighted evaluation matrix, AACE Class 4 cost estimates prepared in Niagara Region templates, high‑level specifications and process block diagrams for the preferred option, and a final Feasibility Study Report suitable for decision‑making and progression to detailed design.
