This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Transportation Biennial Bridge Condition Study Engineering Services for Bridge and Culvert Inspection, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The Niagara Region is seeking proposal submissions for a consultant to undertake a complete appraisal of the Region’s structures classified as bridges and major culverts as identified under the Canadian Highway Bridge Design Code. (CHBDC).

The goals of the appraisal are:

  • To maintain structures in a safe condition,
  • To protect and prolong the useful life of structures,
  • To provide a detailed inventory of our structures,
  • To identify maintenance, repair and rehabilitation needs of structures, To identify short term and long-term needs and overall condition assessments of all structures.

The total number of Regional structures is 219, 130 bridges and 89 major culverts.

The intent of these inspections is to provide the Region with recommendations toward obtaining value for money spent in terms of overall network condition and produce a summary recommendation report to be used by the Region for capital planning purposes. The Successful Proponent will also be required to produce life-cycle management plans for all structures, including recommendations for maintenance, rehabilitation schedules, replacement analysis and life-cycle costs.

The work required to complete this assignment will consist of a detailed visual inspection of several bridge structures and culvert types of varying ages.  The inspections must be completed to ensure structure stability, public safety and that scheduled repairs and maintenance are properly prioritized.

The structural inspections outlined in this RFP are scheduled for completion during the 2026 calendar year. Additionally, the Successful Proponent may be offered an optional (provisional) term to conduct structural inspections in 2028. The Niagara Region Transportation Master Plan (TMP) sets out the strategic vision for transportation in the Niagara Region over the next 25 years. As Niagara Region implements its future growth plan outlined in How We GROW, the TMP ensures that Niagara Region plans and budgets for future transportation needs for an integrated network of cycling and pedestrian facilities, transit, roads, and highways. The TMP also recommends an updated and expanded set of policies to guide future transportation and land development decisions. The major components of the TMP are: the Regional Road System; Transportation Demand Management; Transportation Systems Management; Public Transit; Active Transportation; Complete Streets; and Goods Movement. Niagara Region is committed to implementing the overall goals of the TMP as part of its transportation capital projects.
