This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Niagara EMS Fleet Maintenance, Inspection, Servicing, and Repairs, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

NEMS operates a mixed fleet of approximately 120 vehicles which includes ambulances, emergency response vehicles, and support units, serving twelve (12) local municipalities within Niagara Region, with a combined population of approximately 440,000 residents across a geographic area of over 1,850 square kilometers.

The fleet currently consists of approximately 70 Ambulances, 5 Special Response Units (SRUs), 38 Emergency Response Vehicles (ERVs), 9 Administrative vehicles, 4 trailers and 1 Rough Terrain Vehicle (RTV) and (Refer to Appendix D – NEMS Fleet Schedule for a comprehensive listing of vehicle types, makes, models, year, etc.)

NEMS responds to a high volume of emergency calls annually and requires a high level of fleet availability and reliability to support uninterrupted frontline service delivery.

It is NEMS policy to follow original equipment manufacturer (OEM) recommendations for the maintenance and servicing of frontline response vehicles. Given the demanding operating conditions associated with emergency response, including high-acuity calls and continuous vehicle utilization, adherence to prescribed service intervals is critical to ensuring vehicle safety, performance, and longevity.
