****This RFP is being issued to a subset of the Successful Roster Listing developed from Contract 2019-RFPQ-173 specifically Category 2**** .
Project BackgroundThe Seaway Wastewater Treatment Plant (WWTP), located at 30 Prosperity Avenue in the City of Port Colborne, services a population of 16,500 residents. It was built in 1981 to replace the aging East Side and West Side WWTPs that serviced their respective catchments on either side of the canal. The WWTP has a maximum hydraulic capacity of 45.4 MLD with an average rated capacity of 19.6 MLD. The WWTP has undergone several upgrades with the most recent upgrade completed in 2011. This upgrade involved the conversion of the plant to a conventional activated sludge treatment plant, including the construction of additional primary treatment, fine bubble aeration, influent and effluent channels, mechanical and electrical upgrades. Generators provide critical backup power during power outages, and the City of Port Colborne experiences frequent service disruptions. The current generator supplying backup power at the Seaway WWTP does not have the capacity to power the plant during power disruptions as it has reached the end of its useful service life. This inadequacy has proved to be difficult to properly treat wastewater and maintain compliance during outages. As such this assignment is for the completion of a detailed design for the replacement of the Seaway WWTP generator and all necessary.
