This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Niagara Falls Water Treatment Plant Intake Contingency Planning, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The Deliverables under this RFP consist of a focused technical study to assess the implications of a potential raw water source change at the Niagara Falls Water Treatment Plant associated with Welland River flow reversal, including emergency and abnormal operating conditions. The work includes background review and baselining of existing conditions, characterization of current and potential degraded source water quality, a desktop assessment of treatment performance and operational risk, identification of key contingency considerations and response triggers, and the development of conclusions and recommendations.

Deliverables will be provided through a series of technical memoranda, workshops, and a final consolidated study package to support operational decision making, emergency preparedness, and future planning, including consideration of potential temporary intake or pumping solutions where appropriate.
