This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Security Services – 1 on 1 Resident Supervision at Niagara Region Long Term Care (LTC) Homes, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The Community Services Department, Senior Services Division of the Regional Municipality of Niagara operates eight (8) Long Term Care Homes (LTCHs) located throughout the Niagara Region with a total of 957 beds. The long-term care homes range in size from thirty-nine (39) beds to two-hundred and forty-eight (248) beds. Specialized services offered through the long-term care programs include the T. Roy Adams Dementia Care Centre (17 beds), a designated Behavioural Support Unit (BSU) under the LTCH Act and respite beds located at various homes. The Niagara Region is currently redeveloping three (3) of it’s LTCHs: Linhaven in St. Catharines, Gilmore Lodge in Fort Erie, and Upper Canada Lodge located in Niagara on the Lake. The existing beds at both Gilmore Lodge and Upper Canada Lodge are being consolidated into one (1) facility and will be located in Fort Erie as the new Gilmore Lodge. The two (2) redevelopment projects are expected to be complete with occupancy and resident’s moving in 2024. At the completion of the project the Niagara Region Seniors Services will operate seven (7) LTCHs with a total occupancy of 996 beds and the addition of two (2) Wellness Centers to support a range of Community Programs on site. |
