This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for 2026 Water & Wastewater Master Servicing Plan, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). Stage 1: Assessment of Existing Water & Wastewater Infrastructure and Needs Review for the existing and future population. Stage 2: Baseline Modeling, Model Calibration and Validation. Stage 3: Review of Growth Scenarios including identification of issues for the existing and future servicing using Triple Bottom Line Analysis, Creation of Policies and Guidelines for Servicing, Identification and Assessment of Alternatives and Sustainability Programs under the provided growth scenarios. Develop options for alternate and improved servicing including Sustainability Programs under the growth scenario including total cost of ownership (full life cycle costing) of each analyzed servicing option. Stage 4: Identification of the Preferred Servicing Solutions and Design Concepts to accommodate the most efficient and cost-effective water and wastewater servicing and treatment including total cost of ownership to accommodate existing and the growth scenario. Stage 5: Establishing the business cases for the most efficient and cost-effective servicing strategies including total costs of ownership (full life cycle costing), estimates for incorporating the need and One Year Client Support. Deliverables are listed in the deliverable tables and are accompanied by corresponding descriptions and activities in adjacent columns as part of Appendix B. The 2026 MSP Update Report should reference the format/structure of the 2021 MSP as much as possible. This RFP is being issued to a subset of the Successful Roster Listing developed from Contract 2023-RFSQ-184 specifically Category 5.
