This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Niagara Region Road Operations Future Needs Assessment and Joint Operations Centre Feasibility Study, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The objective of this Request for Proposal is to undertake the following studies concurrently:

1. A study to investigate the feasibility to establish a new Joint Operations Centre (JOC) with the Town of Pelham Public Works Department and the Niagara Region Road Operations and Maintenance business unit at the current Niagara Region Pelham Patrol Yard property located at 1495 Victoria Ave, Fenwick (Appendix D [Key Plan]), and;

2. A Future Needs Assessment of Niagara Region’s Road Operations business unit operating out of the Pelham Patrol Yard to provide a plan to ensure Niagara Region has sufficient resources, yard space and facilities to meet service level expectations of Niagara Region’s Transportation Services infrastructure both currently, into the future, efficiently and at the lowest life-cycle cost and that the feasibility study to explore a JOC with the Town of Pelham takes this information into consideration when completing the study.
