This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for 2026-RFP-72 Baker Road WWTP Secondary Digester Upgrade, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). This RFP outlines the need for engineering services related to the proposed upgrades required to the secondary digester at Baker Road Wastewater Treatment Plant (WWTP) secondary digester, located at 160 Lake Street in Grimsby (see key plan in Appendix D). The scope of work will include the design of an instrumentation upgrade, and the decommissioning and capping of the existing gas mixing system. This scope will also include a condition assessment, once the digester has been taken out of service and cleaned (by others). Based on the results on the condition assessment, the successful bidder will provide recommendations for any necessary upgrades to the digester, and complete start-up activities. The purpose of this assignment is to carry out the following tasks under each phase for the Baker Road WWTP Secondary Digester Upgrade as further described in Appendix B. This RFP is being issued to a subset of the Successful Roster Listing developed from Contract 2023-RFSQ-184 specifically Category 8. |
