This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Transportation Policy Review & Updates, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The purpose of this RFP is to align Niagara Region’s Transportation Division policy framework with recent and current initiatives and priorities, with a particular focus on Complete Streets, Vision Zero / road safety, and transportation as it pertains to health equity. This will require updates to a number of existing Transportation Division policies, formalization and enactment of several policies currently in draft form, and development of new policies where gaps exist. The revised policy framework should reflect best practices in transportation policy from other upper tier municipalities; align with any governing plans, policies and standards; respond to recent developments and emerging trends in the transportation industry; and promote planning decisions and design outcomes that adequately consider and protect vulnerable road users and priority groups through an equity lens |
