This Request for Quotations (the “RFQ”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective respondents to submit quotations for Subsurface Utility Investigation – Southside Lowlift Forcemain Replacement , as further described in Section A of the RFQ Particulars (Appendix B) (the “Deliverables”). The Regional Municipality of Niagara has retained Associated Engineering (AE) to undertake preliminary and detailed design for the Southside Low Lift Forcemain Replacement in the City of Niagara Falls. A Subsurface Utility Engineering Investigation (SUE) Quality Levels D, C, and B is required to gather enough information to support the assessment and conceptual design of the preferred solution. Please see Figure 1 for mapping of site location and construction boundaries. The Southside Low Lift Pump Station (LLPS) is located at 4414 Chippawa Parkway in the City of Niagara Falls. The project includes approximately 1,730 metres of existing forcemain replacement extending from the station discharge to Stanley Avenue and Don Murie Street. The existing 600mm diameter polyethylene forcemain was installed in 1975 and has broken several times in recent years. A portion of the forcemain runs through private property. Within the scope of this design assignment, the Region wishes to realign the portion of main from private property (approximately 720 metres) to within the municipal right-of-way. The design and installation of a sewage flow meter and associated chamber downstream of the LLPS is also included in the project scope. The Regional Municipality of Niagara (“Niagara Region”, “the Region”) retained Associated Engineering (AE) as the Design Consultant to complete the detailed engineering design of the Southside Low Lift Forcemain Replacement. The intent of this assignment is to complete a Subsurface Utility Engineering Investigation (SUE) Quality Levels D, C, and B for all underground, above ground, and aerial utilities and services within the project limits (including but not limited to watermain, sewer, telephone, hydro, gas, cable TV, aerial cabling, etc.). Level A investigation work is provisional. The collection and depiction of information, and any required submittals shall conform to the applicable provisions of American Society of Civil Engineers (ASCE) C-I 38-02, “Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data”. Permitting applications, if deemed necessary, are considered provisional work. This RFQ is being issued to a subset of the Successful Roster Listing developed from Contract 2021-RFSQ-227 specifically Category [9].
