This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Niagara Region Salt Management and Vulnerable Areas Update, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The objective of this Request for Proposal is the following: 1. Prepare a report updating the methodology employed to identify Salt Vulnerable Areas (SVAs), create GIS mapping of SVAs in accordance with the revised methodology. The submission must include a standard operating procedure on how to update the SVA mapping and the required frequency. 2. Develop a site-specific response program for SVA’s identified as high-risk, utilizing site specific data and reports along with consultation with local interested parties. Develop guidelines to be utilized at moderate risk SVA’s. 3. Develop an updated Salt Management Plan that complies with Environment Canada’s Code of Practice for the Environmental Management of Road Salts. The plan should incorporate best management practices, a jurisdictional review of comparable two-tier municipalities, and the integration of available technologies to support recommendations within the report. The report must clearly outline the plan’s objectives, environmental considerations, current state, long-term goals, 5- and 10-year implementation strategies, performance metrics, and a summary of recommendations completed since the 2004 report. Please refer to the RFP Particulars (Appendix B) for a detailed description of the project background, deliverables, material disclosures, and mandatory requirements. |
