Invitation Only: This RFP is being issued to a subset of the Successful Roster Listing developed from Contract 2019-RFPQ-173 specifically Category 1.

This Request for Proposal (the “RFP”) is an invitation by The Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for 2021 Water and Wastewater Master Servicing Plan Update, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).

Niagara Region will only consider proposals received from proponents who have registered with Bids and Tenders and have obtained the RFP directly from Niagara Region’s public purchasing portal at https://niagararegion.bidsandtenders.ca/Module/Tenders/en (the “Bidding System”).

This is a high level of deliverables presented as the Project Stages, which are further broken down and described in the Appendix D – Particulars of this document.

Stage 1 - Assessment of Existing Infrastructure and Needs Review 

Stage 2 -Baseline Modeling, Model Calibration and Validation

Stage 3 - Analysis, Creation of Policies and Guidelines for Servicing, Identification and Assessment of Alternatives and Sustainability Programs under each specified scenario

Stage 4 - Identification of the Preferred Servicing Solutions and Design Concepts to accommodate the Preferred Growth Scenario 

Stage 5 - Completion and One Year Client Support

Deliverables are listed in the deliverable tables and are accompanied by corresponding descriptions and activities in adjacent columns as part of Appendix D. The 2021 MSP Update Report should reference the format/structure of the 2016 MSP as much as possible.
