This RFP is specific for Emergency Shelter Services priority area, which includes services and supports that provide relief or protect households/people who are experiencing homelessness, or at risk of homelessness. In addition, Niagara Region looking to select a successful proponent who will provide a centralized service for afterhours access to overflow shelter accommodations for Niagara’s Homeless Shelter System, as describe in Appendix A: Mandatory Emergency shelter services are expected to be housing-focused and operate from a Housing First and people-centred approach. It is also expected that there will be an eventual shift from reliance on emergency shelter
