Seaway Wastewater Treatment Plant Secondary Clarifier Upgrades City of Port Colborne

Sealed tenders, plainly marked as to contents, will be received by the Purchasing & Payables Office, Niagara Region, 1815 Sir Isaac Brock Pkwy., Thorold, ON, until 2:00 p.m. local time on Thursday Nov. 22, 2018

This contract is for the supply of all labour, equipment, and material required to complete secondary clarifier upgrades and related work at the Seaway WWTP.  The project scope of work includes the following:

•Removal and disposal of two (2) existing clarifier mechanisms and associated appurtenances

•Clean and repair the two (2) existing circular clarifier tanks

•Supply and install two (2) suction header type secondary clarifier mechanisms and associated components

•Supply and install interior clarifier valves and piping

•Supply and install building mechanical continuous ventilation equipment to the Flow Centre Building

•Supply and install electrical, SCADA, instrumentation and control upgrades associated with the clarifier mechanism replacement

•Supply, install and coordinate all mechanical, electrical, and controls to provide a complete and working system

•Maintain sewage process flows during construction.  On-site works to be coordinated with Niagara Region staff and operators

This contract utilizes the “Niagara Peninsula Standard Contract Document” (Revision 19) which forms the specification documents.  The “Standard Document,” excepting the “Special Instructions to Bidders, Form of Tender, and Supplementary Special Provisions,” which are formatted for each project individually, is available online in the “Bid Opportunities” section of the Niagara Region website (niagararegion.ca/business/tenders).

Plans, Specifications, and Form of Tender may be obtained from Niagara Region Corporate Services, Campbell West, 1815 Sir Isaac Brock Way, Thorold, ON.  A non-refundable payment in the amount of $75, reflecting part of the cost of document preparation, will be required for each set of tender documents taken.  Tender documents will be available for pick-up after 12 noon on Tuesday, Oct. 30, 2018.  Plans and specifications may be viewed without charge, but not removed, at the major construction association offices.

Bidding System Registration

Niagara Region will only consider bids received from bidders who have registered with Niagara Region’s electronic bidding system at https://niagararegion.bidsandtenders.ca (the “Bidding System”) and have obtained the RFT directly from the Procurement Office.

All bidders must establish a Bidding System account and be registered as a Plan Taker for the bid opportunity, which will enable the bidder to receive addenda email notifications, and download addenda.

Bidders are invited to attend a non-mandatory pre-bid site meeting on Wednesday, Nov. 7, 2018 at 10 a.m. SHARP.  The location is at the Seaway WWTP located at 30 Prosperity Avenue, Port Colborne, ON. 

All tenders must be accompanied by a tender deposit in the amount of $220,000.
