This Invitation to Tender (the “RFT”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective bidders to submit bids for and Residuals Management Program, as further described in Section A of the RFT Particulars (Appendix B) (the “Deliverables”). 

Only Pre-qualified Suppliers from 2024-RFSQ-147 are eligible and invited to submit for this RFT.

The key deliverables of the Liquid Biosolids and Residuals Management Program include:

1. Transportation of biosolids from wastewater treatment plants and residuals from water treatment plants, indicated in Figure 1, to the GRBSDF 
2. Transportation of wastewater biosolids and water treatment plant residuals between Niagara Region Facilities, indicated in Figure 1 
3. Management, operation and maintenance of the GRBSDF, including management of supernatant operation, biosolids transfers, lagoon mixing and summer/winter grounds maintenance
4. Implementation of the biosolids land application program, compliant with the Nutrient Management Act and regulations, for approximately 50% of Niagara Region’s annual generated biosolids. 
5. 24 hour Emergency Response and afterhours transportation services with a maximum response time to sites of 2.5 hrs.
