This Request for Proposals (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for 2023-RFP-11 Niagara Homelessness Service System- Supported Transitional Housing – 745 Crescent Road, Fort Erie to be provided on Niagara Regional Housing owned property municipally known as 745 Crescent Road, Fort Erie[KE1] as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

Niagara Region, as the Consolidated Municipal Service Manager (CSM), is responsible for delivering and administering social and affordable housing and homelessness prevention services at the local level. Transitional Supported housing is part of Niagara’s community plan to coordinate housing and homelessness services systems that assist individual and families to improve their housing stability and prevent homelessness.

Supported Transitional Housing will facilitate the movement to permanent housing of individuals experiencing homelessness and feeing violence who are willing and able to work towards self- sufficiency by providing accommodation and other support services. It will be delivered in accordance with the philosophy of Housing First, and through a client-centred, trauma informed approach in alignment with local, provincial, and federal objectives.

Supported Transitional Housing will be delivered in accordance with Coordinated Access and associated policies as they are developed, tested, and implemented by Niagara Region. Coordinated Access is a standardized process for intake, assessment, program eligibility, referral, and prioritization to housing and supports across the region.

The Agency shall operate as part of Niagara Region’s Homeless-Serving System, a group of agencies that work together to provide coordinated housing and homelessness services in the region. As part of the Homeless-Serving System, agencies will work with Niagara Region, the Consolidated Municipal Service Manager, and other stakeholders to transform Niagara’s Homeless-Serving System through two future stages, identified as system 2.0 model and system 3.0 model and outlined in Niagara Region’s Homelessness Services System Review.

The Proponent will also work with Niagara Region, acting on behalf of Niagara Regional Housing pursuant to the Shared Services Agreement, to provide housing/ property management and deliver supportive services as described in Schedule A (including “A-1”,”A-2”,”A-3”,”A-4”) to women and children fleeing violence. It is anticipated that the Proponent would begin providing services on or before October 2024.
