This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for 2026-RFP-163 DeCew Falls Water Treatment Plant No. 2 Condition Assessment, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The DeCew Falls Water Treatment Plant (DFWTP) which services the City of St. Catharines, Thorold, and potions of Niagara-on-the-lake and Lincoln, was constructed in three stages with Plant No. 2 being completed in 1954. Based on the latest Master Service Plan Update, Plant No. 2 requires an upgrade in both sustainability and processes due to age, condition, and escalating maintenance costs. This RFP is being issued to a subset of the Successful Roster Listing developed from Contract 2023-RFSQ-184 specifically Category 18. |
