This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Construction Manager at Risk (CMAR) Advisory Services for the Glenridge Avenue CNR Bridge Replacement Project, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

Niagara Region is seeking CMAR advisory services for the replacement of the Glenridge Avenue CNR Bridge (Structure No. 050220) on Regional Road 50 (Glenridge Avenue) over the CNR tracks in the City of St. Catharines. The project will be delivered using a Construction Management Contract – for Services and Construction (CCDC 5B) model, also known as Construction Manager at Risk (CMAR). The successful proponent will be tasked with supporting the Region in the early planning and implementation phase of the project in addition to advising the Region in a supporting role during the pre-construction and construction phase of the project. The location of the bridge is shown on Appendix D – Key Plan. The objective of the work as further described within then RFP is to:

Phase 1

• Provide CMAR coaching and training to Niagara Region staff;
• Preparation of Design Consultant Request for Proposal (RFP) document;
• Assist Niagara Region with the evaluation of a Design Consultant.
• Provide CMAR advisory services during the pre-construction and construction phases on the project anticipated to run from 2025 through 2027.

Phase 2

• Provide CMAR advisory services during the pre-construction and construction phases on the project anticipated to run from 2025 through 2027.
