This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Detailed Design and Construction Services for the New South Niagara Falls Wastewater Treatment Plant and Outfall, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The new WWTP and associated wastewater system upgrades in South Niagara Falls were recommended as part of the Region’s 2016 Update of the Master Servicing Plan to accommodate growth and improve the existing system by providing great ability to capture and treat inflow and infiltration and by allowing for the decommissioning of several sewage pumping stations. The WWTP site location, preliminary layout, outfall to the Welland River East (Chippawa Creek) and alignments for system improvements and connections were selected through the preceding Environmental Assessment Schedule C project that was completed in 2022. The conceptual design of the WWTP facility was completed during the EA phase of the project. The plant is anticipated to have a rated capacity of 30MLD, with the ultimate capacity of 90MLD. The process selected is conventional activated sludge with anaerobic digesters for sludge processing. Attention has been paid to odour control as well as the spatial requirements for adequate buffering to adjacent properties and for successive expansions on the site. The final alignment of the outfall to Welland River East is still to be finalized, subject to best management through the area with the archaeological constraints at the north of the property. There are several planned or ongoing projects of interest in the immediate area, including the New South Niagara Falls Trunk Sewer, the widening of the Montrose Road from Biggar Road to the Welland River (Region), the new Hospital (Infrastructure Ontario), new watermain along Reixinger (City) and telecom, hydro and gas projects to support growth. Coordination with these projects will be required to minimize scheduling conflicts and reconstruction of certain works. |
