This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Reconstruction of Regional Road 116 (Stevensville Road) from Eagle Street to Regional Road 102 (Bowen Road) and the Replacement of the Stevensville Road Bridge, in the Town of Fort Erie, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). This RFP is being issued to a subset of the Successful Roster Listing developed from Contract 2023-RFSQ-184 specifically Categories 20 and 22. Project Background and Objective Regional Road 116 (Stevensville Road) is a major two-lane arterial north/south roadway extending from Regional Road 25 (Netherby Road) to Bertie Street in the community of Stevensville in the Town of Fort Erie. Regional Road 116 (Stevensville Road) is in poor pavement condition and requires full reconstruction. The Stevensville Road Bridge (Structure 116215) is located on Regional Road 116 (Stevensville Road) and spans over Black Creek in the centre of the community of Stevensville in the Town of Fort Erie. Parsons completed a Structural Evaluation Report in 2021 and it recommended that the bridge be replaced. The purpose of this RFP is the complete the detailed for the full road reconstruction of Regional Road 116 (Stevensville Rd) from Eagle St to Bowen and Rd and the detailed design for the replacement of the Stevensville Road Bridge (Structure 116215). Introduction: This Request for Proposal is for the engineering services required to prepare the complete detailed engineering design (preliminary design and detailed design), prepare contract drawings and specifications, and provide contract administration, construction inspection, and material testing services for the reconstruction of Regional Road 116 (Stevensville Road) from Eagle Street to Bowen Rd and the replacement of the Stevensville Road Bridge (Structure 116215). Any exceptions to providing a complete design shall be listed in the proposal document and will be considered as part of the evaluation process. The project limits for the road reconstruction are Regional Road 116 (Stevensville Road) from Eagle Street to Regional Road 21 (Bowen Road) in the Town of Fort Erie, a length of approximately 1.7km The Stevensville Road Bridge is within those limits and is approximately 50m north of West Main Street. Construction of the project will be in two (2) phases. Phase 1, beginning in 2027, will be from, and including, the CN grade crossing south to Bowen Road (Regional 21). Phase 2, beginning in 2028, will be from the CN grade crossing going north to Eagle Street. See Key Plan (Appendix D – Key Plan). The project is situated in the community of Stevensville in the Town of Fort Erie and crosses the CNR and CPKC main line track in two locations, and provides access to residential, commercial, industrial and agricultural uses. The average annual daily traffic of within the study area is as follows: The Niagara Region Transportation Master Plan (TMP) sets out the strategic vision for transportation in the Niagara Region over the next 25 years. As Niagara Region implements its future growth plan outlined in How We GROW, the TMP ensures that Niagara Region plans and budgets for future transportation needs for an integrated network of cycling and pedestrian facilities, transit, roads, and highways. The TMP also recommends an updated and expanded set of policies to guide future transportation and land development decisions. The major components of the TMP are: the Regional Road System; Transportation Demand Management; Transportation Systems Management; Public Transit; Active Transportation; Complete Streets; and Goods Movement. Niagara Region is committed to implementing the overall goals of the TMP as part of its transportation capital projects. Any available documentation will be made available to the successful proponent. Anticipated Schedule*:
* All tasks and timing within the Anticipated schedule will be dependant on budget approval and the utility relocations if required. Refer to Appendix D for Keyplan for delineation of Construction Phases. ** Design for Phase 1 is to be complete by 2026 to allow for tendering in Q1 2027. The successful proponent may finalise the design of Phase 2 in 2027, but it will be at no additional cost to the Region. Phase 2 design is to be completed to allow for tendering in Q1 2028. Please refer to the RFP Particulars (Appendix B) for a detailed description of the deliverables, material disclosures and mandatory requirements. |
