This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for DeCew Spillway Rehabilitation Design – Phase 3, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The raw water reservoir system at DeCew WTP is fed from the Ontario Power Generation canal and is made up of several ponds, weirs, berms and control structures. All of the water that is directed to these ponds that is not used for drinking water production makes its way over multiple weirs and down a slide structure and flows over DeCew Falls and into Twelve Mile Creek. There is an intake structure for the water treatment plant within the reservoir near the right abutment and there is a bypass ditch, slide and pool adjacent the left abutment. According to the latest Dam Safety Review (DSR) by Hatch in 2016, DeCew Dam is classified as a dam with “High” Hazard Potential Classification (HPC). All of the property along DeCew Road across from the plant and around these raw water ponds is owned Niagara Region and maintained by water staff. Two (2) prior phases of repair work to the existing DeCew spillway and slide were designed and constructed to address leaking issues adjacent to the DeCew Water Treatment plant. During the investigation and design period for Phases 1 & 2, it was brought to the Region’s attention there were similar leaks evident at the DeCew Gun Club, approximately 100m south from the spillway slide and previous phases of construction. During site walks with DeCew staff and DeCew Gun Club management, it was determined there was significant erosion on the berm at the rear of the gun club property. The berm itself is owned by the Niagara Region and in need of repairs to prevent washout of the existing spillway water into the gun club property. This RFP is being issued to a subset of the Successful Roster Listing developed from Contract 2023-RFSQ-184 specifically Category 6. |
