This Request for Proposals (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Thundering Waters and Niagara Parkway Trunk Sanitary Sewer Rehabilitation, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The Thundering Waters Trunk Sewer (TWTS) Rehabilitation contract is for the rehabilitation of twelve (12) sewer segments and thirteen (13) maintenance holes (MH) located in the Niagara Region (City of Niagara Falls as noted in the Contract drawings and documents). This project includes the application of Cured-in-Place Pipe (CIPP) to rehabilitate the deteriorated trunk sewer. Maintenance Hole Rehabilitation includes replacement of frame, cover and adjustment units, and the rehabilitation of interior deficiencies using wall bond spray-applied liner. Through Closed Circuit TV (CCTV) inspections, approximately 1,763 m of 1200 mm and 1350 mm concrete sewers and MHs were identified as having significant levels of Microbial Induced Corrosion (MIC), commonly known as H2S corrosion and as a result, were determined to require remedial work. The Niagara Parkway Trunk Sewer (NPTS), located in the Town of Fort Erie, has been in continuous service since 1931. The NPTS runs from Battery Street to Gilmore Road, then parallel to the Niagara Boulevard from Gilmore Road to Jarvis Street, and eventually discharges into the Anger Avenue Wastewater Treatment Plant. This sewer receives the flow discharge from the Catherine Street Pump Station as well as two (2) local sewers. The Region conducted a closed-circuit television (CCTV) inspection of the entire NPTS in 2018. A condition assessment was then completed by the Region, which identified one (1) section of sewer and three (3) maintenance holes (MH) in the NPTS that require rehabilitation and one (1) MH that requires replacement. The single sewer section identified for rehabilitation is located within an easement that runs underneath the cemetery adjacent to St. Paul’s Anglican Church, while the four (4) MHs are located at various locations along the NPTS. |
