This Invitation to Tender (the “RFT”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective bidders to submit bids for Organic Waste Recycling Services for Long Term Care Homes, as further described in Section A of the RFT Particulars (Appendix B) (the “Deliverables”). 

Niagara Region currently operates seven (7) Long Term Care Homes (LTCHs) and one (1) Wellness Center within the Region and provides dietary services to approximately 984 residents. The dietary departments responsible for these services produce a significant amount of organic waste.

Niagara Region is currently redeveloping one (1)of it’s LTCHs, Linhaven in St. Catharines This  project is expected to be complete with occupancy and resident’s moving in 2026. At the completion of the project the Niagara Region Seniors Services will operate seven (7) LTCHs with a total occupancy of 996 beds and the addition of one (1) Wellness Centers to support a range of Community Programs on site. Services provided by the successful bidder will be transferable to the future state sites.

The locations of these sites are:

1. Linhaven, 403 Ontario Street, St Catharines, ON (future state-same location);
2. The Meadows of Dorchester, 6623 Kalar Road, Niagara Falls ON;
3. Northland Pointe, 2 Fielden Avenue, Port Colborne ON;
4. Rapelje Lodge, 277 Plymouth Road, Welland ON;
5. The Woodlands of Sunset, 920 Pelham Street, Welland ON;
6. Deer Park Villa/Suites, 150 Central Avenue, Grimsby ON; and
7. Gilmore Lodge, 60 King St. Fort Eerie ON.

The objective of this Request for Tender is to retain a successful bidder to provide exchange and recycling services for the organic waste at seven (7) long term care homes, for a period of up to three (3) years,  in an effort to divert this waste from landfills, as part of the Region’s commitment to waste diversion strategies.
