This Request for Proposal (the “RFP”) is an invitation by The Regional Municipality of Niagara(“Niagara Region”) to prospective proponents to submit proposals for Liquid Biosolids and Residuals Management Program, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”). 

Niagara Region will only consider proposals received from proponents who have registered with Bids and Tenders and have obtained the RFP directly from Niagara Region’s public purchasing portal at https://niagararegion.bidsandtenders.ca/Module/Tenders/en (the “Bidding System”).

The key deliverables of the Liquid Biosolids and Residuals Management Program include:

• Transportation of biosolids from wastewater treatment plants and residuals from water treatment plants, indicated in Figure 1, to the GRBSDF 
• Transportation of wastewater biosolids and water treatment plant residuals between Niagara Region Facilities, indicated in Figure 1 
• Management, operation and maintenance of the GRBSDF, including management of supernatant operation, biosolids transfers, lagoon mixing and general grounds keeping 
• Implementation a biosolids land application program, compliant with the Nutrient Management Act and regulations, for 50% of Niagara Region’s annual generated biosolids. 
• Emergency response and after hours transportation services.
