This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Value-for-Money (VFM) Audit Services for Region Operated Childcare Centres, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). This Request for Proposal (RFP) seeks to engage qualified third-party service providers to conduct a comprehensive Value for Money (VFM) audit for The Regional Municipality of Niagara’s (Niagara Region) five (5) directly operated child care centres. This is in alignment with the Canada-wide Early Learning and Childcare (CWELCC) 2024 Guidelines requiring municipalities who directly operate child care centres to undergo a VFM audit. This audit aims to ensure provincial funding is being utilized efficiently and effectively and determine the value of Niagara Region operating five child care centres directly. Refer to Appendix B – RFP Particulars for further details.
