This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for 2023-RFP-259 Niagara Transit Commission - IT Strategic Master Plan, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The Niagara Transit Commission (NTC) desires to have an Information Technology Strategic Master Plan tailored for its needs. This effort must include the development of a five (5) year strategic plan that provides short-term and long-term guidance for the Commission’s information technology needs; assesses the current IT conditions for all departments and locations of the NTC.

The development of the plan will be preceded by an operational review of the current information technology department and infrastructure. The goal is to ensure that information technology services are modeled for innovative and progressive business process improvements that will assist in ensuring the effective, efficient, and secure delivery of high-quality services by the NTC’s departments to the riders, and residents of the Niagara Region. The plan should be responsive to change, look to reduce operational costs by funding the best-suited technology for digital transformation and align with organizational goals.
