This Request for Proposals (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for 2025-RFP-81 Niagara Irrigation Initiative Project: Upgrading and Enhancing Irrigation Infrastructure in the Town of Niagara-on-the-Lake, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).
The Town of Niagara-on-the-Lake (the “Town” or “NOTL”) is situated on favourable agricultural lands and surrounded by sufficient water on all four of its boundaries. Lake Ontario to the north, the Welland Canal to the west, the Niagara River to the east, and Ontario Power Generation (OPG) reservoirs and canals to the South.
Agriculture and tourism are two of the most important industries in the Town of NOTL. From an agricultural standpoint tender fruit and grape growing are predominant and form an important bond with many aspects of the local tourism industry. The irrigation system and the infrastructure that supports it is crucial to the economic well-being of the tender fruit, grape, and local wine industries.
The Town of Niagara-on-the-Lake has recently completed its first Irrigation System Strategy and Master Plan (“Master Plan”). The Master Plan was completed in 2021 and aims on improving customer levels of service, long-term growth and sustainability, and state-of-good-repair of the Town’s irrigation system.
The next step in implementing the Master Plan is to update and consolidate the Town’s three (3) irrigation system’s engineering reports and the complete detailed design work which is the focus of this assignment (“Assignment”).
